New Financial Application - "Web-based Debit Note System"

1. Introduction

To strengthen the internal control and streamline the debit note issuance process, a new Web-based Debit Note System (WDNS) was launched in November 2009.  It enables departments to issue debit notes through a central standardized system.  Users can also make use of this system to maintain customer details, make request to print reports, enquire debit note details, payment history and customers' outstanding balances.

2. New Debit Note Issurance Process

Departments/Business Units, unless granted exemption, are requested to use WDNS to issue debit notes for goods and services provided to outside organizations and individuals.

Departments/Business Units can only issue debit notes up to HK$50,000 through WDNS.  For debit notes over HK$50,000, departments should approach FEO and forward all supporting documents for the issuance of debit notes to customers.  All payments received should be forwarded to FEO for settlement and the income will be released to departments in a timely manner.

3. Accessing WDNS

Authorized users can access the service through HKU Portal => "MyUIS” tab => "Finance" menu => "Web-based Debit Note System" (see Figure 1).
